Today, we support over 250 service areas across more than 400 locations, delivering meaningful financial benefits, greater resilience, faster innovation, and over £24 million of socio-economic value each year across the South West.
Delt is a private limited company wholly owned by the public sector, operating primarily across the South West. While we work with the agility and commercial mindset of a private company, our values and accountability remain firmly rooted in public service.
Unlike traditional outsourcing models, any profit generated by Delt is reinvested or returned to our public sector shareholders, ensuring no money leaves the public sector. Over the past decade, this model has returned more than £5 million in dividends, helping fund vital services including NHS provision, schools, and support for older people.
Delt was founded in 2014 to provide IT services to Plymouth City Council and the Northern, Eastern and Western Devon Clinical Commissioning Group (now part of NHS Devon).
Built as a cross-sector shared service, Delt supports both local government and health organisations. This model has enabled the company to grow by more than 300% since formation. What began with 90 employees delivering a single service has grown into a workforce of 300+ people, supporting over 100 organisations and delivering more than 10 integrated services. In 2025, North Somerset Council joined as a third shareholder.
Today, Delt provides a broad portfolio of integrated support services designed specifically for public sector organisations and the communities they serve.
Alongside leading IT and cyber security services, our teams include specialists in payroll, print and mail, project management, HR and organisational development, procurement, and estates management. Together, these services deliver the essential back-office and professional support that enables public sector organisations to operate efficiently, strengthen resilience, and focus on delivering better outcomes for the communities they support.
Delt Shared Services operates under the Teckal procurement exemption, enabling our public sector shareholders to directly award work to Delt without the need for lengthy procurement processes. Alongside this, our wholly owned subsidiary Delt Trading Ltd allows us to work more flexibly with organisations beyond these arrangements.
This structure enables us to deliver commercial agility while maintaining public sector governance and accountability.

From our offices in Plymouth, Exeter, South Molton and Weston-super-Mare, we support organisations across Devon (excluding Torbay), Cornwall as far south as Camborne, and North Somerset.
